摘 要
作为中国医疗保险制度的重要组成部分，医疗保险支付制度直接关系到
整个医疗保险制度的有序运行。其中，决定整个医疗保险支付制度的关
键部分就是如何选择支付方式、如何制定支付标准，才能充分有效的发
挥医保制度的优势。作为经济激励的支付方式与整个医疗服务体系的绩
效有关。 因此，合理全面的医疗保险支付方式的发展已成为医疗保险制
度改革进程的中心，越来越多的国家将医保方式的改革作为控制医疗费
用快速上涨的主要手段。
本文重点对理论分析和实证分析，分析了我国医疗保险支付方式的现状
以及现阶段存在的问题，并综合国外改革的成功和失败案例对我国的医
保支付方式改革提出相关的几点建议及策略。本文分为五章。…第一章
是绪论，主要介绍本文的研究背景和意义，国内外研究动态，研究内容
和研究方法。第二章是我国医疗保险支付方式的基本理论
，主要阐述了
我国目前使用的几种支付方式得基本内容,第三章是主要分析我国医疗保
险支付方式的现状和存在的问题。第四章则是针对上一章存在的问题分
析其形成的原因。第五章作为最后一章，主要是根据上述内容，提出关
于解决我国医保支付方式缺点的解决方法和意见，并作出对于全文的总
结。

Abstract
As an important part of China's medical insurance system, the
medical insurance payment system is directly related to the
healthy and orderly operation of the entire medical insurance
system. Among them, the key part of determining the entire
medical insurance payment system is how to choose the payment
method and how to formulate the payment standard so that the
