1 研究背景
阿坝藏族羌族自治州位于四川省西北部,该区域自然资源丰富 ,该地
区也极具人文色彩，非常适合发展旅游业，但当地的旅游业却一直发展
不起来，究其原因有很多方面。得天独厚的自然资源没有充分的利用起
来，没有为当地的经济带来增收，导致了贫穷落后的局面的发生。因此 ，
基于这样的背景下，x 中央提出了西部大开发的发展战略，目的就在于将
西部地区丰富的自然、人文资源充分的挖掘出来，形成自己的区域优势 ，
并为各自的地区实现经济的发展和个人收入的增长，慢慢的缩短地区间
贫富的差距。所以，西部地区必须切实的响应国家的号召，在 x 的带领下，
抓住机遇，发展经济。而且，国家把发展的重点放在了当地的旅游开发
上，阿坝州必须重视国家的英明决策，扬长避短，不断去挖掘本地的旅
