摘 要
十九大报告指出,建设一个强大的教育国家是中华民族伟大复兴的根本性工程。
要求必须把教育事业放在优先位置,加快教育现代化改革,办好人民满意的教
育。这足以说明学前教育是学校教育和终身教育的奠基阶段,是国民教育体系
的重要组成部分,发展学前教育刻不容缓。
当前我国河北省的农村学前教育发展较落后,因此,本文以理论分析和数据分
析为主,首先对本文的背景及意义、国内外研究动态、研究内容与方法进行了
介绍;其次以蒙台梭利和陈鹤琴学前教育理论为依据,为我国学前教育发展提
供方向;再次以我国河北省农村学前教育的现状及幼儿园“小学化”倾向、贫
困家庭幼儿受教育机会不公平、留守儿童身心发展不健全、农村学前教育的发
展受阻等问题为切入点;从而分析了我国河北省农村学前教育的问题产生的各
种原因;最后针对现状及问题,探讨出了政府应加强教育教学改革,完善财政
资金分配方式,对留守儿童提供政策与情感支持,加强对农村学前教育的重视
程度等解决对策。切实推动学前教育的进步,促进我国河北省农村学前教育的
不断发展,提高国民教育整体素质。

Abstract
The report of the 19 th National Congress pointed out that building a strong
educational country is a
fundamental project for the great rejuvenation of the Chinese nation. It is nec
essary to place education in a priority position, speed up the modernization of
education, and run education that the people are satisfied with. This shows
that preschool education is the foundational stage of school education and
lifelong education and an important part of the national education system.
The development of preschool education cannot be delayed.
At present, rural preschool education in Hebei Province is lagging behind.
Therefore, this paper focuses on theoretical analysis and data analysis. First,
the background and significance of this article, domestic and international
research trends, research contents and methods are introduced; followed by
Montessori and Chen Heqin. Based on preschool education theory, it provides
a direction for the development of preschool education in our country; once
again, the present situation of rural preschool education in Hebei Province in
China and the tendency of kindergartens to be “primary school”, unfair
education opportunities for poor families and children, incomplete physical
and mental development of left—behind children, rural preschool Problems
such as the impediment to the development of education are the starting
point; thus analyzing various causes of rural preschool education in Hebei
Province in China. Finally, aiming at the status quo and problems, the
government should strengthen education and teaching reform and improve
the distribution of financial funds. Left—behind children provide policies and
emotional support, and strengthen the emphasis on rural preschool
education. Effectively promote the advancement of preschool education,
promote the continuous development of rural preschool education in Hebei
Province, and improve the overall quality of national education.
